Anyone who has been on the town the last night of the year knows the familiar feelings: sentimental recollections, uncertainty about the future and fear that time is running out are mingled with the excitement of a cold winter night and the anticipation of a new love when the clock strikes 12. In ''200 Cigarettes,'' the evening's magic pushes each character to share a secret or create a pact, rush toward calamity or run from danger, break up or hook up. But by evening's end, the characters will have one thing in common: all will be revealed in the clear light of the morning after.  Critic Reviews Grade : The first question I asked myself at the end of 200 Cigarettes was how such a talented group of actors could create such a lifeless motion picture. This is a loaded cast, a virtual ''who's who'' of the Generation X scene. Yet, despite all of the charisma and ability on screen, 200 Cigarettes is a tepid affair, distinguished by bland character development, uninspired and insipid dialogue, and a nonexistent plot. Admittedly, it is sporadically amusing, but there aren't enough jokes to earn the film even a lukewarm recommendation.   more Grade : It would be nice if life was more like the movies. A script we could follow, dialogue prepared for us, directions telling us when to enter, when to leave and where to stand. Alas, life is not like this.
